Understanding Vehicle RC Verification: What Fleet Owners Must Know

What Is RC Verification and Why Does It Matter?

The Registration Certificate (RC) is the most fundamental document for any vehicle on Indian roads. Issued by the Regional Transport Office (RTO), the RC proves that your vehicle is legally registered and fit to operate. For fleet owners managing multiple trucks, keeping track of RC validity across the entire fleet is critical.

Under the Motor Vehicles Act, 2019, operating a commercial vehicle with an expired or invalid RC can result in:

  • Fine of ₹2,000-₹5,000 for the first offence
  • Vehicle seizure until the RC is renewed
  • Loss of insurance coverage — your insurer can reject claims if the RC was expired at the time of an accident
  • Criminal prosecution in case of a serious accident with an invalid RC

How the Vahan Database Works

The Government of India maintains the Vahan database, a centralised repository of all registered vehicles across the country. This database is managed by the National Informatics Centre (NIC) and contains details for over 30 crore registered vehicles.

The Vahan database stores:

  • Vehicle registration number and owner details
  • RC registration and expiry dates
  • Insurance policy details and expiry
  • PUC certificate validity
  • Fitness certificate dates
  • National/state permit details
  • Road tax payment status
  • Vehicle make, model, fuel type, and chassis number

Accessing Vahan Data

While anyone can check basic vehicle details on the vahan.parivahan.gov.in website, the manual process is tedious. You need to enter the registration number, solve a CAPTCHA, and check one vehicle at a time. For a fleet of 10+ trucks, this takes over an hour.

FleetHisab automates this process using the Surepass API, which connects to the Vahan database. When you add a truck to the app, it automatically fetches all compliance data in seconds.

What Information Does RC Verification Reveal?

When FleetHisab verifies your vehicle RC, it retrieves a comprehensive set of data points:

1. RC Status and Expiry

The RC for a new commercial vehicle is valid for 15 years from the date of registration. After that, it must be renewed every 5 years. FleetHisab tracks the expiry date and alerts you well in advance.

2. Insurance Details

The system pulls your current insurance policy number, the insurance company name, and the policy expiry date. This is particularly useful because many fleet owners lose track of which insurer covers which truck, especially when policies are staggered throughout the year.

3. PUC Certificate

PUC certificates are valid for only 6 months. With multiple trucks, keeping track manually is nearly impossible. The Vahan database shows the latest PUC test date and expiry.

4. Fitness Certificate

Commercial vehicles require a fitness certificate from the RTO. New vehicles get 2 years, and renewals are for 1 year. The fitness test checks brakes, emissions, lights, and overall roadworthiness.

5. Permit Details

If your trucks operate interstate, they need a national permit. The system shows the permit issue date, expiry, and the states where it is valid.

Common RC Issues Fleet Owners Face

Ownership Transfer Delays

When you purchase a used truck, the RC transfer often takes weeks at the RTO. During this period, the vehicle shows the previous owner details in the Vahan database. Ensure you complete the transfer promptly and verify it through the app.

State-Specific Rules

Different states have different RC renewal fees and processes. Gujarat, Maharashtra, and Tamil Nadu have online renewal systems, while some states still require in-person visits. Plan accordingly to avoid expired RCs.

Hypothecation Issues

If the truck was purchased on loan, the RC shows a hypothecation entry with the bank or NBFC name. After the loan is fully repaid, you must get the hypothecation removed (Form 35) from the RTO. Many fleet owners forget this step.
